

I already gifted (from the new to the main) one game and they verified my card and I received the game and blah, everything went perfectly, and I can freely purchase or gift anything else I want, but SPECIFICALLY gift cards I keep getting that message in both Steam app and Steam PC client, VPN on and off, different payment methods. My new account is currently limited (the $5 USD thing) and I'm trying to gift cards to my main account (which I friended over 4 days ago, so that's not an issue) but I keep getting the, “There seems to have been an error initialising or updating your transaction” error message over and over and over again. Since I switched my main Steam account (this one) to the Argentinean store, I made a new Steam account to use my card there to add money to this account (via digital Steam cards). As the gift card is from the site itself, purchasing it should count as spending on Valve, even if the account buying the card isn't adding any amount to their Steam Wallet balance.
